Procurement of Ophthalmology Equipment for the Four (4) Regional Health Authorities (ERHA, NCRHA, NWRHA and SWRHA) in Trinidad

• The North West Regional Health Authority (NWRHA) was established in 1994 following the passing of the Regional Health Authorities Act No. 5 and is responsible for promoting wellness as well as providing a cost-effective, customer focused, quality health care services to the people within its catchment area.

• The NWRHA hereby invites suitably qualified and experienced firms to submit bids for the tender listed below.

• The tender process for this project will be conducted on NWRHA’s e-Tender portal.
• An electronic copy of the complete bidding document will be available for purchase for a non-refundable fee of TT$2,000.00 via the e-Tender portal. The link to register/create an account or to access the e-Tender portal is:

• The tenders will be issued electronically to suitably qualified and experienced providers of the goods, works, services or goods and related services listed in the Procurement Depository maintained by the Office of Procurement Regulation (OPR).

Invitation to Pre-qualify

• The deadline for submission of documents and application for pre-qualification in the OPR’s Procurement Depository (https://oprtt.org/procurement-depository/) in response to this Procurement Notice is January 15, 2024.

Tendering Process

• Bidders’ representative(s) must attend the mandatory pre-bid meeting and site visit to be eligible to bid and will be required to present a photo ID for verification of identity.
• The contract will be awarded in accordance with the pre-defined evaluation criteria and scoring system outlined in the bidding document. The services to be provided will be governed by the terms and conditions outlined in the bidding document.
• Bids must be completed and submitted in accordance with the instructions outlined in the bidding documents.
• Bidders may request additional information by sending an e-mail to NWRHA.Tenders@nwrha.gov.tt.
• The Bidder must upload its bid onto the e-Tender portal no later than January 15, 2024, 12:00 p.m.
• Subsequent to the closing of the tender, the NWRHA will open all bids on the e-Tender portal. This will result in the generation of a graph depicting all completed bids and prices that were submitted. Bidders who participate in the tender, will receive an e-mail notification when the graph is made available for viewing in their e-Tender account.
• Once the tender is closed, Bidders will not be allowed to upload any documents on the e-Tender portal for the said tender.
• The NWRHA does not bind itself to accept the lowest or any bid.
• The NWRHA reserves the right to cancel the present notice in its entirety or partially, without defraying any cost incurred by any firm in submitting their bid.
• Failure to comply with any of these instructions or to submit any documentation required in the bidding document may result in bids not being considered.
